JORGE ‘PATROL’ BUSTOS of Patrol Party List who read his explanatory notes highlighting the importance of this evolving piece of legislation for PNPA, upon the initiative of the Board of Trustees, PNPAAAI and thru the relentless representation of LAKAN GILBERTO DC CRUZ, Chairperson, PNPAAAI, that could pave the way for making the PNPA at par with Special Higher Educational Institutions (SHEI) in the country.

LAKAN CRUZ himself read and submitted before the Committee the position of the PNPAAAI fervently seeking the stamp of approval from Congress to advance the PNPA Charter with the following salient provisions: fiscal autonomy; building a corps of professors; infrastructure development and modernization of logistics and technology; academic freedom; and the right to determine as a source of commissionship for future professional members of the corps of officers of the PNP, BFP and BJMP. The consolidated bills have also endeavored to pursue the return of cadet development for BFP and BJMP to the PNPA cadetship program .
 
For his part, PNPA Director and newly-promoted PMGEN ERIC E NOBLE expressed his full support to the passage of the PNPA Bill as he emphasized the need to make the Academy similar to the institutional development framework of his alma mater, the Philippine Military Academy.

Acknowledging the highly charged legislative proposal, Rep. FERNANDEZ has put to task Rep. JOSE “Joboy” AQUINO, to head a technical working group (TWG) with Rep BUSTOS, himself a Lakan, as one of the member legislators, together with PNPAAAI representatives and, of course, key communicators from the PNP, NAPOLCOM and other stakeholders . The TWG shall thoroughly discuss the measure and submit the result of the consolidated bills to the Committee on Public Order and Safety, the soonest if possible.
